Court Administrator and Indigent Defense

The Circuit Clerk works closely with the 23rd Judicial Circuit Court Administrator, Kim McKoy, in Room 206 at (256) 532-3575. McKoy's office manages jury duties, budgets, grants, HR, procurement, case reports and statistics, IT, space management, ADA compliance, and indigent defense attorney appointments. Local reporting in 2026 tracked a proposed Madison County Public Defender's Office, with the proposal stalled after the indigent defense board met. Until that office opens, appointed counsel from the Court Administrator's list handles indigent cases.

The Court Administrator's reach extends across courts in the 23rd Judicial Circuit. The 23rd Judicial Circuit home page reported 12,072 Circuit Court filings and 29,341 District Court filings in 2024. Those numbers drive jury planning, attorney appointments, and the case-statistics work the Court Administrator coordinates with the Circuit Clerk.
